Campaigns in public administration
A city administration promotes a new citizen portal, a state programme looks for applicants, a funded project has to report at the end what its campaign achieved. In public administration a second question joins the one about numbers: can you trace who decided and changed what?
The situation
Public bodies often work with agencies that are hired through tenders and change after a few years. Campaigns run for a long time, responsibilities shift, and for audits, data protection or funding bodies a lot has to be documented in writing. The records for this are scattered across e-mails, spreadsheets and agency reports.
What goes wrong
- Changes are not documented. Who changed the destination of a link, and why? Months later nobody knows.
- Accounts are shared. A shared agency password cannot be tied to a person and cannot be withdrawn selectively.
- Tracking is not documented. Which services load on the website and with which consent has to be pieced together for the privacy policy first.
- The knowledge leaves with the agency. After the next tender the new agency starts from scratch.
How it works with Feinwerk Campaigns
The platform runs on servers at Hetzner in Germany, operated by Feinwerk. From your websites and from Matomo it takes only daily totals, no data about individual visitors. It places no cookies and no scripts on your websites.
Every person signs in with their own account; there are no shared passwords. Roles control who may do what: Owner, Admin, Editor and Viewer. Agencies get only the area they need, if you like only for individual websites, and withdrawing access takes effect at once. Campaigns, links and documentation stay in the workspace, even when the agency changes.
A campaign becomes ready to start only when the start checklist is done: briefing, target value, checked links and finished tracking. Only an Admin can approve an exception, with a reason that everyone who can see the campaign can read.
What you can measure and prove
- Who changed what and when: the change log shows it with before and after, even months later and also for changes made by agencies.
- What measures on the website: the tracking inventory lists every service with purpose, consent category and owner, as the basis for privacy policy and consent banner.
- What the campaign achieved: with Matomo you see visits and conversions per link, measured against the campaign's target values.
- When we accessed it: if a Feinwerk employee opens the workspace for support, this needs a reason and a time limit, and it is recorded in the log.
If you need a tracking concept that brings data protection and measurement goals together, Sonora Consulting can work it out with you.

Hosting, roles and the documents for your data protection review are on the page Security, working with agencies on the page For companies. What to secure when you change agencies is shown in the guide Switch agencies without losing data. To join the pilot, use the pilot page.
